The Monetary Authority of Singapore (MAS) issued guidelines on April 2, 2024 which set out additional consumer protection measures to be adopted by digital payment token service (DPT) providers [PS-G03]. These measures include restrictions on facilitating selected DPT activities when dealing with retail customers. Hence, we need to differentiate retail customers from other customers, such as Accredited Investors. Accredited Investors have access to a wider range of products and services compared to retail customers. Customers who meet the Accredited Investor criteria under Singapore law may opt in to be treated as an Accredited Investor by us.

Who is an Accredited Investor?

An Accredited Investor is a person who meets the requirements set by MAS and has opted in to be treated as such by their financial institution. Compared to retail customers, Accredited Investors have access to a wider range of products and services. Accredited Investors are assumed to be better informed, and better able to access resources to protect their own interests, and therefore require less regulatory protection. Customers who agree to be treated as Accredited Investors are reminded to exercise utmost caution when dealing with DPTs.

How do I become an Accredited Investor?

To qualify as an Accredited Investor in Singapore, you must meet any one of the following criteria:

  • your income in the preceding twelve months exceeds S$300,000 (or its equivalent in foreign currency); or

  • your net personal assets exceed S$2 million (or its equivalent in a foreign currency), of which the net value of the primary place of residence can only contribute up to S$1 million; or

  • your net financial assets exceed S$1 million (or its equivalent in foreign currency).

Note:

  • In accordance with MAS guidelines, a haircut of 50% will be applied to the market value of your DPT holdings. Your DPT holdings can contribute up to S$200,000 towards your net personal assets assessment.

  • Financial assets include deposits, investment products and any other assets that may be prescribed by Singapore regulations.
