$BTC is becoming more of an institutional asset. The CLARITY Act isn’t its make‑or‑break, just a nice bonus. Altcoins are still stuck under securities classification uncertainty. This bill basically gives them official status. If it passes, money moves from $BTC to altcoins. If it fails, altcoins get hit hardest, capital flows back to $BTC. Pass = bullish for alts; fail = $BTC holds up relatively well.
