All the L2s could already be far more decentralized, but a central sequencer is how they make money, so while they can signal anything they want, it's not in their self interest to decentralize. So I predict they won't.
Decentralization is difficult, I get that. Credit where credit is due: OP, Arbitrum and other rollups have made gradual progress here. But these things are not the same, and aside from based rollups like @AlexAuroraDev describes above, I doubt rollups will ever truly be credibly neutral or "impartial systems." The incentives just aren't there.
