The upgrade will enable permissionless creation of perpetual futures markets. According to previously disclosed documents, HIP-3 will allow developers to deploy perpetual contracts—representing a key milestone toward fully decentralized perpetual listing. Once HIP-3 is enabled, deployers will only need to stake 500,000 HYPE tokens to launch a permissionless perpetual DEX on HyperCore. HIP-3 integrates with HyperEVM to support smart contracts and governance functions, and includes safeguards such as validator slashing and position limits.
