Modular blockchains separate execution from data availability, and Celestia is among the best-known projects built on that idea. Rollups can publish data through it without building everything themselves. The thesis still depends on continued rollup growth, and alternatives, including Ethereum's own scaling path and other data availability layers, keep competition very real.
