Ah, it has the "FileCoin problem"; the protocol can encourage miners to store data, but not to dispense it. FileCoin addresses this (to what degree of success, I do not know) by platforming a data market.
What if Kaspa allowed miners with archival nodes to post a "proof of storage" to get a larger cut of the block reward (assuming not all other miners are archival)? It will incentivize miners to keep archives while also keeping mining open to regular folks.
