The biggest problem with Cardano right now is that it has not been able to actually achieve the thousands of TPS speed of its main chain. Although there are related papers and testing models, the relevant development won't be deployed to the main chain until next year. By then, it will be possible to achieve the main chain speed of Solana in a decentralized manner, which is hundreds of times that of the Ethereum main chain.
So, when governance is realized, the question is when Cardano can achieve thousands of TPS speed, and that will be when it can be considered legendary. The rest is irrelevant.
