简单而言，TOOL 是一个 “中间件” 解决方案，它的全称为 Trustless Orderflow Operations Layer（无信任订单流操作层），旨在通过采用 TEE 技术和区块 “预分片” 的形式，在不借助 Rollup 且不改动以太坊协议的情况下，将交易执行时间控制在 1 秒以内，并且能够实现端对端的隐私交易。
