Ripple's OCC approval matters because it brings RLUSD reserve management and institutional custody into a federal trust-bank framework, while issuance stays with New York-regulated Standard Custody. That separation adds institutional infrastructure without proving demand.
With RLUSD at about $2.5B, the real test is whether this structure converts into payment flows and XRP Ledger usage. Approval alone offers no evidence that it will.
